Officer Rescue
Response Teams will respond to an “Officer Down” call. The team will be evaluated on observable behaviors in relevant performance dimensions, including how quickly and efficiently they can evacuate the injured officer, deal with threats, possibly other victims, and provide the appropriate life-saving measures given the wound type and location. Competitors will need to be familiar with working as a team to: quickly facilitate a rescue, provide wound treatment to include tourniquet application, wound packing, and chest seals, if needed. Medical equipment will be available for teams to choose from. The equipment includes chest seals, tourniquets, packing wound materials and items commonly found in an advanced police medical kit. Medical-Kit will be provided and teams may use their own equipment.
Burglary In Progress
Team will be dispatched to a burglar alarm of a business. Upon arrival, team members are faced with a situation with various potential dangers. They will have to find a way to make the scene totally safe. The team will be evaluated on observable behaviors in relevant performance dimensions, to include actions related to addressing safety issues, securing the scene and conducting any follow-up investigation, as appropriate. Follow up and minor crime scene processing for advanced teams.
De-Escalation
Full team will be dispatched to a despondent subject who is going to require Crisis intervention. De-Escalation techniques, Crisis Intervention techniques, possible medical response, and knowledge of Involuntary petitions and rights of patients.
Felony Suspect Arrest
Full team will execute a search warrant and an arrest warrant at a location occupied by a suspected narcotics trafficker. Inert weapons and handcuffs
will be provided. Teams will be evaluated on an effective and safe entry, situation control, arrest procedures, search effectiveness, evidence identification and seizure.
Advanced teams will need to know constitutional laws and correct warrant dispositions procedures.
Domestics
Two patrol officers have been assigned to respond to an unknown domestic disturbance. Another patrol car is available as a backup. Upon arrival, the first two Explorers are faced with a classic domestic confrontation. Scoring will be based on how well Explorers handle this potentially dangerous situation.
Felony Stops
The senior team member will be advised that two members of his or her team will be placed in a patrol vehicle and simulate patrol functions when they encounter a vehicle. The remaining two will comprise the backup unit. Teams will be scored on their ability to deal with a potentially dangerous situation while conducting a felony traffic stop.
Scheduled Competitions will be held throughout the competition
The specific competitions and rubrics will be released closer to the event
There will be two sets of competitions held- beginner and advanced.
Therefore, we encourage all posts, regardless of skill level to enroll in this years competition!

All participants will be provided with a dorm room in Corbin / Olson Hall
All rooms will be single occupant housing
Rooms will be separated by age and gender
Restrooms are shared and on each floor
Dining is included in the cost of the competition
Activities will be provided throughout the day
The campus rec center will be available to all attendees at any time during the week
Amenities include: Weight Lifting, Indoor Track, Exercise Equipment, Open Gym
The town of Macomb has a lot to offer as well
An order form will be released in the months leading up to the competition
Items will be available for pick up at the competition
Attendees will be provided with a challenge coin and swag bag during the competition
Competitions will be graded by judges
The top three posts / individuals from each competition will earn an award

Competition Costs:
$400 per youth participant
$300 per advisor chaperoning

Registration cost includes competitions, single room accommodations, and dining.
Posts are authorized to bring up to three teams of four (up to 12 youth), and are allowed to bring a team with as few as 2 youth. When registering, you will pick the skill level of the youth (<1 year, or 1+ year) and which team they will be on. ILEYA reserves the right to reassign any team or individual participant if they demonstrate advanced skill levels that exceed their current classification, including placement with teams consisting of members with less than one year of Explorer experience, or as necessary to meet competition structure and event needs.
Before starting the registration form, please ensure that you have the complete list of everyone from your post who will be attending, including both youth participants and advisors. The registration form will ask for information for all attendees from your post, and responses cannot be saved and returned to later. To ensure a smooth submission process, please gather all necessary information for each attendee before beginning the form.

After form submission, be on the look out for paper forms that must be submitted prior to attending the competition. More information on this will follow via email.
Payment shall be mailed after registration is submitted. Posts will be able to submit payment by mailing a check to the ILEYA PO Box (P.O. Box 158 Mazon, IL 60444). If an invoice is required, please email committee@ileya.org with how many of each type of attendee an invoice should be drafted for. Receipts are also available upon request after payment is received.
